Committees

There are currently three committees: –

  • Finance and General Purposes
  • Planning
  • Staffing

and three sub-committees of the Finance and General Purposes Committee: –

  • Events, Marketing and Communications Sub-Committee
  • Green and Clean Sub-Committee
  • Town Centre and Regeneration Sub-Committee

The Chair (Cllr Ros Dawson) and Vice-Chair (Cllr Marcus Dearden) of the Council attend all committees as ex-officio members.

 

Finance and General Purposes Committee

The aim of this committee is to provide effective, efficient and professional management of all financial matters relating to the Council. It establishes the Council’s annual budget and runs a grant scheme for voluntary and community groups in the parish.

The committee has developed the council’s Standing Orders and Financial Regulations, and set up sub-committees (see below) and has identified Councillors with responsibility for allotments.

Planning Committee

This committee acts as an advisory body to City of Bradford Metropolitan District Council (CBMDC) for all planning applications that directly relate to the parish area. Its objective is to fully consider all planning applications and make a response on behalf of the Town Council to all relevant applications for planning permission and planning appeals, typically dealing with between 10 and 20 planning or licensing applications per month.

It also takes part in relevant consultations and discussions on planning-related matters, and is the parent committee for the Neighbourhood Plan Working Group.

Staffing Committee

The committee meets on a regular basis to provide strategy, policy and management of all matters relating to human resources, including effective and professional management of any paid employees of the council.

Sub-committees

 

Events, Marketing and Communications

The Events, Marketing and Communications Sub-Committee works to ensure the Council communicates as effectively and efficiently as possible with residents as well as with people and organisations outside the parish, using all possible channels to explain what the Council is doing and its future plans to serve and benefit the town. It also seeks and implements methods for soliciting input and feedback from residents and in future it aims to act as a hub for the area’s many active voluntary and community organisations.

The group commissioned the Council’s bespoke website and a new logo. It produces a quarterly newsletter and also runs accounts on Facebook and Twitter – please connect with us.

Green and Clean Sub-Committee

This sub-committee focusses on keeping the town clean and attractive and making the best of our green spaces, working closely with CBMDC and the Canal & River Trust. We aim to supplement the services provided by our district council and the work already done by local groups and individuals to give a strong message that combatting littering and dog fouling is a high priority for the town.

We also work alongside volunteers and CBMDC on plans to enhance our green spaces, planting and floral displays. Initial work has included a number of community litter picks involving many local volunteers and the development of a green and clean strategy.

Town Centre and Regeneration Sub-Committee

The aims of this sub-committee are to identify and implement ways and means to improve the economy, environment and public realm of Bingley Town Centre, in particular, and the wider parish generally. This sub-committee will focus on Bingley Market, Assets of Community Value , current derelict sites and the proposals for Bingley’s Christmas Celebrations. It will draw up proposals for the development of tourism initiatives.
