AboutBingley Town Council
Bingley Town Council is a parish council serving Bingley, Cottingley, Crossflatts, Eldwick, Gilstead and Micklethwaite. It is one of 19 town, parish and community councils in the City of Bradford Metropolitan District Council area. You can see a map of the parish here.
The Council was created in April 2016, with the inaugural meeting being held on 18th May. We are a team of 16 councillors who do not receive a salary and who are committed to working for a better Bingley, with the assistance of our Town Clerk. What the Council does
Like other parish councils, Bingley Town Council aims to work towards improving community well-being and providing better services at a local level. Our activities fall into three main categories: –
- representing the local community
- delivering services to meet local needs
- working to improve quality of life and community well-being
The Town Council is a formal body that has to conform to specific procedures and be publicly accountable.
Councillors attend council and committee/sub-committee meetings to discuss and make decisions about the work of the Council. They also meet local organisations and individual residents to address specific issues, and represent the parish on external bodies.
When Bingley Town Council came into being, the statutory duty to manage the allotments in the parish passed to the Town Council from Bradford Council.
The Town Council therefore now has responsibility for the management of Beck Lane, Stanley Street and Warren Lane allotments.

As a first tier of local government, Bingley Town Council does not replace the statutory responsibilities of the district council. The Council and its committees
Bingley Town Council meets as a full council on a monthly basis and has other committees and sub-committees that also meet regularly.
There are currently three committees: Finance and General Purposes, Planning and Staffing. The Finance and General Purposes Committee also has three sub-committees: Events, Marketing and Communications, Green and Clean and Town Centre and Regeneration.

Town Council meetings must by law be held in public, and any member of the public is welcome to attend as an observer. A short period is set aside at the start of meetings for questions or observations from members of the public.
To promote openness and accessibility, we rotate the location of council meetings between Bingley, Cottingley, Crossflatts & Micklethwaite, Eldwick and Gilstead.
